RK3588自己设计的底板网口只能显示MAC地址，IP地址没有分配，上不了网

我自己设计的底板，phy芯片是RPC8211FP(I)，还有一个是usb转百兆网口，芯片是SR9900AI，现在再Linux系统下显示的只有一个MAC地址，没有分配ip
