How to replace Android with Ubuntu 16.04 on RK3399

Hi,
I got a RK3399 board with Android. I want to install Ubuntu 16.04 instead. I struggled to get to bootloader. I got this manual http://en.t-firefly.com/index.php/doc/product/info/id/263.html . But still couldn't make it work so far.
Now I can go to the boot menu. But when I choose the option to reboot to bootloader, the firefly board will boot back to Android again. I downloaded upgrade_tool on my Ubuntu 16.04 host PC, but it couldn't talk to firefly board via USB-C.
/usr/local/bin$ sudo upgrade_tool ~/Documents/firefly/Firefly-rk3399_xubuntu1604_201707041527.img
No found any rockusb device,please plug device in!
Actually, My host Ubuntu did find a new device at Bus 001 Device 020: ID 2207:0006 .
/usr/local/bin$ lsusb

Does firefly board must be in bootloader when running upgrade_tool on a host Ubuntu machine?
